I need it 190 X 114 pixels or close to there, and it has to be a clear background,
after that we'll load it up and see how it looks.

The background is completely transparent so it can be used as a forum watermark too.
The 1st one is scaled perfectly by size, this one is exactly 190x114

Judging from the size requirements I think you're uploading a Favicon, & Favicons are small & that's okay they're suppose to be. I just redid my Favicon & it's tiny as smurf.
I suggest using the all black as a Favicon & the larger one in color as a forum watermark.
I'll shrink it down to 419x409 & make one Transparent for the watermark which you can use like a Ghetto logo sticker to place over themes, signatures, etc & the other will be solid you can use for blank avatars or whatever.

Here Try this as a theme & let me know if it fits across the top of the board okay.
Also I turned the lettering to ice blue, it shows up better on themes.

I use the 190X114 size for the logos and the favicon is for the url pictures,
As for the themes it isn't the same as a Phpbb, I have to customize the site for the styles.
