No i think it's a matter of milking the audience & movie for all they're worth.

The studio wanted DeadPool to be PG-13, PG-13 means more money in that adults & their children are paying to see the same movie.
Rated-R means only 18 & up are paying.

That's why the majority of movies aren't Rated-R.
