To me I feel like they completely stopped working on the dub.

That tweet was from 2016 and I haven't seen any info or updates about progress on a dub.

And seeing how fast dubbed anime has been releasing on Blu-Ray in recent months its a clear indication on they have no intentions on a dub that's the way I see it.

Yea, I notice that, my guess, the voice cast could be found, the dud ver couldn't be development, or they just wanted to move on...
